A Pakistani youth went to a brothel situated in old buildings at No. 66, Tak Wah Street one Saturday afternoon at 2 pm. A 39-years-old prostitute provided sexual services and asked for paid as usual but the youth refused to pay, at which the two caught up in a dispute. The prostitute called police for help while the youth appeared to be calm who did not leave the premise, instead put his clothes on, stayed and waited for police, the prostitute however guarded the door worried that he would flee.

Police arrived and separate the two for an investigation, during which the youth questioned, "There's a need to pay for sex?", to which Police thought the customer deliberately wanted to leave without paid, therefore the police officers were planning to arrest him when they ended up discovering the customer's age to be 13 years old at the time they checked his ID card. Since the youth was a minor and the prostitute had sex with him, the prostitute had violated the law, hence the prostitute was arrested on suspicion of indecent assault instead. The prostitute exclaimed she was innocent but the police officers took her and the youth to a police station anyhow. The prostitute has now been released on bail.

Project officer Chan Hay-han from Zi Teng of groups concerned about sex workers working condition said for look-wise, foreigners appeared more mature, therefore it would be difficult for prostitutes to discern their age. Also, prostitutes had to be world-rounded because they could not offend customers, with behaviors such as demanding customer to show his ID card for age check would be difficult to execute. Hence, Chan Hay-yan reminded prostitutes to only take regular customers and be mindful when they made transaction to avoid further violation with the law.

General Director of Hong Kong Unison said due to language barrier, many Pakistani people are not familiar with laws of Hong Kong therefore they are completely unaware of violating the law by having sex with females at an age under 16 years old, coupled with organizations using mainly Chinese and English when advocating for sex education ignoring the needs of ethnic minorities, thus their could have poor knowledge in sex education.

Legal profession said person having sexual intercourse with person under 16 years of age despite obtaining the willing consent of the other party is still against the law. Men can be charged with "having sex with an underage girl" crime and can be imprisoned for five years, and if the girl is under 13 years of age, person can be sentenced to life upon conviction. And there is no relevant regulation for women having sex with underage boys and law enforcement officers generally charge "indecent assault" against women involved, however the maximum penalty exceedingly differ from men, which is imprisonment for ten years.
