A man's body was found in Shek Kip Mei Pak Tin Estate on Jan 26. It was thought that he has been dead for over a week as the body had started to decompose with maggots. The deceased lived with his brother and both of them suffered mental illnesses. Neighbors said the two brothers often fought and shouted at each other. The grandfather who used to look after them has been admitted to the hospital recently. The deceased was called Mr.Fung, he was 36 years old. The police arrested his 39 years old brother and treated this a murder case.

According to report, at 7pm on Jan 26, a passerby saw a wrapped up duvet, showing a pair of legs already turned black in the rubbish collection point on the third floor. It stank the whole place. He alerted the police. According to the neighbors, the Fung brothers both have mental health problems. Their parents were dead and they lived with their grandfather on the 2nd floor. The brothers always fought and the 85 year old grandfather had to calm them them all the time. Last year on Dec 25, it was reported the grandfather was beaten up by his grandson. The old man told the police his head was hit with something hard while he was asleep, he said "I don't know who did it?" At that time, the police did not make any arrest. The old man was admitted to the hospital. It was thought the younger brother was killed while the grandfather was in hospital.

Szeto Hon Ming, Hong Kong Family and career development services training director pointed out that mentally ill patients lack the ability to care for themselves. Relatives should never leave the mental patient to live by himself, or let two mentally ill patients to live together. He went on to say when the carer was in hospital, relatives should take the responsibility to care for the two brothers, such as making sure they take their medication as well as keeping their hospital appointment. If no on can look after them, one should request help from the social services, or admit them to the hospital.
